Los Angeles Takes First Steps To Prohibit RV Encampments Around Residences, Schools, Parks and Other Areas

LOS ANGELES, CA – Responding to the proliferation of RV encampments across Los Angeles, the Los Angeles City Council on Wednesday unanimously approved Councilwoman Traci Park’s proposal to prohibit RV encampments around residential areas, parks, commercial corridors and other areas, while identifying suitable locations in each council district where RV dwellings can park with robust outreach and sanitation services. 

“Angelenos are tired and want immediate action to address the proliferation of RVs across our City,” said Councilwoman Park. “It’s long overdue that we create rules and regulations that protect our public spaces by addressing the myriad public health and safety issues that result from RV encampments.”

The motion directs the Chief Legislative Analyst, City Administrative Officer, and relevant departments to report back with recommendations for a citywide program that would restrict oversize vehicle dwelling in residential areas, commercial corridors and other sensitive uses, while designating streets where oversize vehicle dwellings can park with access to services, including housing. The motion also calls for the report to explore locations in each council district where oversize vehicle dwellings can park in the public right of way; the creation of a permitting system; provision of shower and restroom services and changes to the Los Angeles Municipal Code that may be required to implement said program. 

The 2024 Point-in-Time Count from the Los Angeles Homeless Services Authority identified 6,854 RVs across the city.
